The State must pay the amounts established in paragraph 247 hereof, as
compensation for pecuniary damage, in the terms of paragraphs 247 and 260 to 264
of this judgment.
Judges Manuel E. Ventura Robles and Alberto Pérez Pérez partially dissent, in relation
to the determination of the compensation for loss of potential earnings.

The State must pay the amounts established in paragraphs 251, 253 and 259
hereof, as compensation for non-pecuniary damage, and reimbursement of costs and
expenses, in the terms of paragraphs 251, 253, 259 and 260 to 264 of this judgment.

Within one year of notification of the judgment, and in order to monitor the
judgment, the State must submit a report to the Court on the measures it has
adopted. The Court will close the instant case when the State has fully complied with
all the measures ordered herein.
