C.
Facts related to the forced disappearance of Santos Ernesto Salinas
61.
Santos Ernesto Salinas was born on November 28, 1972, in the canton of San Antonio
Achichilquito, municipality of San Vicente, in the department of San Vicente.79 He is the son of María
Adela Iraheta and Manuel Eugenio Salinas 80 and brother of María Estela,81 Amparo82 and Josefa,83
and, on his mother’s side, of Julio Antonio84 and Felipe Flores Iraheta.85
62.
At the time of the events, the Salinas family lived in the canton of San Nicolás Lempa,
jurisdiction of Tecoluca, in the department of San Vicente.86 On October 15, 1981, the guerrillas
destroyed the bridge known as Puente de Oro across the Río Lempa, in the canton of San Nicolás
Lempa.87 In response, a few days later, the Salvadoran army carried out a military operation in that
place.88 The Atlacatl Battalion and the National Guard ordered the eviction of the families that lived
in the area near the bridge.89

On October 25, 1981, Santos Ernesto Salinas, who was almost nine years old, was outside his
home with his father and a young man named Wilber Torres. As the soldiers approached, the boy and
Torres fled toward the home of the latter’s aunt, a woman by the name of Tomasa Torres, who had a
