The State is responsible for violating Articles 5(1) and 5(2) of the American Convention on Human Rights, read in conjunction with Article 1(1) thereof, as well as Articles 1 and 6 of the Inter-American Convention to Prevent and Punish Torture, to the detriment of Mr. López Sosa, pursuant to paragraphs 91 to 100 of this judgment. 3. The State is responsible for violating Articles 8(1) and 25(1) of the American Convention on Human Rights, read in conjunction with Article 1(1) thereof, as well as Articles 1, 6 and 8 of the Inter-American Convention to Prevent and Punish Crime. Torture, to the detriment of Mr. López Sosa, pursuant to paragraphs 109 to 122 of this judgment. AND ESTABLISHES: unanimously, that: 4. This judgment constitutes per se a form of reparation. 5. The State shall promote and continue, within a reasonable period of time, the investigations necessary to determine, try and, where appropriate, punish those responsible for the acts of torture suffered by Mr. Jorge Luis López Sosa, pursuant to paragraph 131 of this judgment. 6. The State shall make the publications specified in paragraphs 135 and 136 of this judgment. 7. The State shall design and implement training programs for security forces, judges and prosecutors on inter-American standards regarding the prohibition, prevention and investigation of acts of torture and cruel, inhuman or degrading treatment, which shall be integrated into the training curriculum or study plans of such officials, pursuant to paragraph 140 of this judgment. 8. The State shall pay the amounts set forth in paragraphs 151 and 155 of this judgment as compensation for pecuniary and non-pecuniary damages and reimbursement of costs and expenses, pursuant to paragraphs 156 to 161 of this judgment. 9. The State, within one year of the date of notification of this judgment, shall submit to the Court a report on the measures adopted to comply therewith, without prejudice to the provisions of paragraph 136. 10. The Court will monitor full compliance with this judgment, in exercise of the authority conferred upon it by the American Convention on Human Rights, and will declare this case closed once the State has complied fully with all its provisions.
