other police officers in order to report “any suspicious movements there might be in the area.” 22 23. At 10:50 p.m., Mr. López headed back to Headquarters after patrolling the area. 23 Moments later, Mr. López witnessed the arrival of another officer, who informed him and the Chief Inspector that the General Director of Order and Security, General M.A.R., had arrived at the police station and had orders to arrest the Chief Inspector. 24 24. After the Chief Inspector was arrested, a tank drove up to the entrance of Headquarters. The occupant ordered the police to open the gates, or he would open fire. 25 After opening the gates of Headquarters to speak with the tank’s occupant, Mr. López left and headed home. 26 25. On the morning of May 19, 2000, Mr. López was getting ready to go to his place of work when he received a call from his superior, Chief Inspector (Comisario Principal) B.D., ordering him to report to Inspector (Comisario) J.B.P. at Metropolitan Police Station 11. 27 Mr. López arrived there at 8:30 a.m., and was taken to Inspector J.B.P.’s office. 28 26. Once inside the office, another officer proceeded to disarm him, “tie his hands behind his back with a piece of mattress lining,” and “blindfold him with white paper and packing tape,” and lay him on the ground, 29 after which they began asking him questions about “what he had done the night before,” 30 in the belief that Mr. López had been involved in some way in the failed coup. 31 One of the officers then took a knife from Mr. López’s his belt, 32 tore the uniform he was wearing, and hit him “several times on the soles of his feet” with a “broomstick,” as Mr. López heard another detainee being beaten 22 Cf.
