The State is internationally responsible for the violation of political rights, as recognized in Article 23(1)(c) of the American Convention on Human Rights, in relation to the obligations to respect and guarantee the rights established in Article 1(1) of the same international instrument, to the detriment of Víctor Henrry Mina Cuero, as set forth in paragraphs 107 to 111 of this judgment. The State is internationally responsible for the violation of the right to judicial protection enshrined in Article 25(1) of the American Convention on Human Rights, in relation to the obligations to respect and guarantee the rights established in Article 1(1) of the same international instrument, to the detriment of Víctor Henrry Mina Cuero, pursuant to the terms of paragraphs 116 to 124 of this judgment. The State is internationally responsible for the violation of the right to work, as established in Article 26 of the American Convention on Human Rights, in relation to the obligations to respect and guarantee the rights established in Article 1(1) of the same international instrument, to the detriment of Víctor Henrry Mina Cuero, pursuant to paragraphs 127 to 136 of this judgment. The State shall make the publications indicated in paragraph 147 of this judgment. 8. The State shall pay the amounts established in paragraphs 145, 160, 164, and 168 of this judgment as compensation for the impossibility of reinstating the victim to the position he held, as well as compensation for pecuniary and non-pecuniary damage, and to reimburse costs and expenses, pursuant to paragraphs 169 to 173 of this judgment. 9. The State, within one year of notification of this judgment, shall provide the Court with a report on the measures taken to comply with it, without prejudice to the provisions of paragraph 147 of this judgment. 10. The Court will monitor full compliance with this judgment in the exercise of its authority and in fulfillment of its duties under the American Convention on Human Rights and will consider this case closed when the State has complied fully with everything set out herein.
