In February of 1974, a meeting was held in Buenos Aires with the participation of officials of the police security forces of Argentina, Chile, Brazil, Uruguay, Paraguay, and Bolivia, in what would be the first talks regarding the establishment of a covert cooperation plan,36 and later that same year, discussions began regarding the idea of creating a continental network of anti-communist information.37 49. By November 1975, the cooperation of military intelligence solidified even more with the formalization of the so-called "Operation Cóndor," which facilitated the creation of parallel military structures that acted in secret and with great autonomy,38 adopted as a State policy of the leading governments,39 and directed by military bodies principally from Chile, Argentina, Uruguay, Paraguay, Bolivia, and Brazil. 40                                                          36 Cf.
