Therefore, the Commission feels that the exceptions provided for in article 46(2)(c) of the Convention are applicable to this case, making it unnecessary for domestic remedies to be exhausted for the Commission to be competent to hear the complaint. 3. The Commission decides to publish this report on admissibility in the annual report to the General Assembly of the OAS.
