Provisional Measure- Summary
The petition for protection is based on the opening of an investigation and the issuing of an arrest warrant for the purpose of intimidating the victims, their representatives, and witnesses of the case for having filed a claim before human rights protection bodies. The Inter-American Court rejected the request because it considered that the requirements of extreme gravity and urgency were not met.
In May of 2015, a new request was submitted to protect workers who were returned into Lima’s city hall workforce and who suffered various forms of ill-treatment. The Inter-American Court did not accept the request as it considered it to be within the realm of compliance monitoring of the merits ruling.
In October 2020, new provisional measures in favor of Mrs. Liliana Cerff Ascama, one of the victims of the case, were requested in order to call for the immediate compliance with the payment obligations still due in light of her critical health condition. The IA Court declared the request without merit on the grounds that it pertains to the process of supervision of the execution of the judgment.
