Article 70 (which mirrors article 57 of the Draft) expressly provides that the
judgment must be communicated to the parties to the case and to the States
Party to the Convention. The requirement of the communication of the
judgment to the Council of the OAS was eliminated.18

As it can be clearly concluded from the aforementioned quotations, the solution
that was found was to maintain the provision of article 70 pursuant to which the
judgments of the Court must be communicated to the parties of the case and to the
States Party to the Convention and, due to the approaching entry into force of the
Charter of the Organization, as amended by the Protocol of Buenos Aires, pursuant to
which annual General Meetings are to be held, that part of the article providing that
Council of the Organization must be notified of the judgment was eliminated.
For the same reason mentioned hereinbefore, a new paragraph —number 66— was
introduced, which establishes that the Court must submit an annual report to the
General Assembly of the OAS, wherein it shall inform to the Assembly on those cases
in which a State has not complied with the judgments of the Court, making the
pertinent recommendations.
Therefore, the verbatim wording of the new paragraphs is as follows:
Article 66
To each regular session of the General Assembly of the Organization of
American States the Court shall submit, for the Assembly's consideration, a
report on its work during the previous year. It shall specify, in particular, the
cases in which a state has not complied with its judgments, making any
pertinent recommendations.
Article 70
The parties to the case shall be notified of the judgment of the Court and it shall
be transmitted to the States Party to the Convention.19

During the Third Plenary Session, held on November 21, 1969, the Conference
