To deplore the fact that the State has not complied with these provisional measures that were adopted to determine the situation and whereabouts of Francisco Dionel Guerrero Larez and to protect his life and personal integrity. 2. To lift the provisional measures required by the Inter-American Court of Human Rights in its Orders of February November 17, 2009 and May 15, 2011, without prejudice to the subsistence of the general obligations that correspond to the State under Article 1(1) of the American Convention on Human Rights. 3. To require the Secretariat of the Court to notify this Order to the Bolivarian Republic of Venezuela, the Inter-American Commission on Human Rights, and the representatives of the beneficiary. 4.
