Independent of the decision in the present matter, the State maintains the constant and permanent duty to comply with its general obligations under Article 1(1) of the Convention to respect the rights and freedoms enshrined therein and to guarantee their free and full exercise to all persons subject to its jurisdiction.17 THEREFORE: THE INTER-AMERICAN COURT OF HUMAN RIGHTS, in the exercise of the powers conferred by Article 63(2) of the American Convention on Human Rights and Articles 27 and 31 of the Court’s Rules of Procedure, DECIDES: 1.
