Articles 46 and 47 of the American Convention. In addition, it concludes that the claims regarding the
alleged violation of Articles 6 and 11 of the American Convention and Articles 1, 6, and 8 of the InterAmerican Convention to Prevent and Punish Torture are inadmissible.
43. Based on the arguments of fact and law set forth above, and without this being tantamount to
prejudging on the merits,
THE INTER-AMERICAN COMMISSION ON HUMAN RIGHTS,
DECIDES:
1.
To find the instant case admissible with respect to Articles 4(1), 5, 7, 8, and 25 in
conjunction with Article 1(1) of the Convention.
2.
To notify the Colombian State and the petitioner of this decision.
3.
To continue with the analysis on the merits.
4.
To publish this decision and include it in its Annual Report to the OAS General Assembly.
